Creates two special funds in the State Treasury: the Illiana Expressway Project Fund and the SouthEast Service Line Project Fund.

Allocates $2,000,000 annually from toll revenue beginning July 1, 2013, with $1,000,000 deposited to each fund, sourced from toll booths in the 29th, 30th, 33rd, and 38th representative districts and 15th and 30th senatorial districts.

Designates Illiana Expressway Project Fund moneys for debt service on bond funding of the Illiana Expressway project, with funds redirected to the SouthEast Service Line Project Fund if the project is funded entirely privately.

Designates SouthEast Service Line Project Fund moneys for debt service on bond funding of the SouthEast Service Line project, with funds redirected to the Illiana Expressway Project Fund if that project is funded entirely privately.

Sunsets the provisions on July 1, 2047, and preserves existing bondholder rights under all resolution and trust indenture agreements.
