Amends Section 30-110 of the Township Code regarding impounding and sale of animals for penalties and costs.

Adds prohibition on running dogs and cats at large, with authorization for townships to impound dogs and destroy them after a reasonable period if unclaimed; exempts feral cats from this provision.

Authorizes township electors in counties that do not license or register cats and dogs to require township registration of dogs and cats with a reasonable registration fee.

Exempts feral cats and feral cat caretakers participating in trap, spay and neuter, or return and release programs from registration requirements.

Becomes effective upon enactment into law.
