Amends the Illinois Historic Preservation Act by removing definitions related to the "Illinois Register of Historic Places" and consolidating focus on properties eligible for or listed in the National Register of Historic Places.

Redefines "historic resource" to include properties listed in the National Register, formally determined eligible for listing, nominated for listing, or meeting National Register criteria as determined by the Director.

Reduces the Illinois Historic Sites Advisory Council meeting requirement from 4 times per year to 3 times per year.

Repeals Sections 6-14 of the Illinois Historic Preservation Act, eliminating provisions related to the Illinois Register of Historic Places and related administrative procedures.

Removes references to the "Illinois Register of Historic Places" throughout the State Agency Historic Resources Preservation Act and replaces them with "historic resource" terminology aligned with National Register standards.
