Creates a mandatory minimum prison sentence of 9 years for repeat offenders with prior convictions of child pornography or related sexual offenses involving children under 13.

Provides immunity from liability for telecommunications carriers, mobile service providers, and internet service providers for transmitting or storing child pornography material created by others.

Requires courts to seal all sexually explicit evidence depicting victims or witnesses upon case conclusion, allowing unsealing only for good cause shown and with victim notification.
