Amends the Railroad Obstruction Act to create a new offense of "parking a motor vehicle on tracks," classified as a Class 4 felony, when a person knowingly leaves a motor vehicle on railroad tracks for one hour or more.

Creates an aggravated offense of "aggravated parking a motor vehicle on tracks," classified as a Class 2 felony, when the violation causes death or great bodily harm to another person.

Exempts vehicles left on tracks due to mechanical failure if the vehicle operator immediately makes reasonable efforts to remove the vehicle or notify law enforcement of its location.
