Amends the Clerks of Courts Act to make technical changes to Section 27.3a concerning court automation and State Police operations fees.

Establishes a court automation fee of $1-$15 charged by circuit court clerks in counties with automated record-keeping systems, collected at the time of filing first pleading in civil cases or upon judgment of guilty/supervision in criminal cases.

Creates an additional fee equal to the court automation fee for felony, traffic, misdemeanor, and local ordinance cases, remitted to State Treasurer for the State Police Operations Assistance Fund with 66.6% allocated to homeland security and 33.3% to airborne operations.

Adds subsection 1.6 establishing a separate additional fee for conservation violations under specified statutes (State Parks Act, Wildlife Code, Environmental Protection Act, etc.), effective July 1, 2012, remitted to the Conservation Police Operations Assistance Fund.

Court automation fees collected at county level are placed in a special court automation fund for expenditures on hardware, software, and personnel related to court record automation, subject to approval by the clerk and chief judge.
