Amends Section 16-105 of the Illinois Vehicle Code to change the range of chapters from which fines and penalties are collected from Chapters 11-16 to Chapters 3-18c.

Fines and penalties from traffic violations are distributed to city/village/county treasurers, township road and bridge funds, the State Police, the Road Fund, or the Illinois State Toll Highway Authority depending on the location of the offense and which authority prosecuted it.

State's Attorney receives 10% of fines recovered for violations prosecuted by that office, with the remaining 90% distributed to the appropriate fund or entity.

Special Hauling Vehicle operators charged with overweight/overload violations must pay fines to the entity with jurisdiction over the road where the offense occurred, with 10% going to the State's Attorney if applicable.

Failure or refusal by judicial officers to properly deposit fines and forfeitures constitutes misconduct in office and grounds for removal.
