Amends Section 18c-7403 of the Illinois Vehicle Code concerning railroad safety standards enforcement and waivers.

Makes a technical correction by replacing "and and" with a single "and" in the enforcement jurisdiction clause regarding grade crossing obstructions and trespass on railroad rights of way.

Clarifies that the Illinois Commerce Commission has exclusive jurisdiction to enforce Chapter provisions except for grade crossing obstructions under Section 18c-7402 and trespass violations under Section 18c-7503.

Establishes that the Commission must follow federal procedures and sanctions when federal statutes, regulations, or orders preempt state law regarding railroad safety standards.

Permits the Commission to waive safety requirements if continued adherence is not necessary for railroad employee or public safety.
