Amends the Public Utilities Act to expand Illinois Commerce Commission authority over alternative gas suppliers serving residential and small commercial customers.

Commission may investigate complaints or act on its own motion regarding violations of Sections 19-110, 19-111, 19-112, or 19-115, failure to provide contracted services, violation of transportation service tariffs, or non-compliance with consumer protection requirements.

Commission may order alternative gas suppliers to cease violations, impose financial penalties up to $10,000 per occurrence or $30,000 per day for continuing violations, or alter, modify, revoke, or suspend their certificate of service authority.

Commission gains specific authority to investigate door-to-door sales practices complaints and impose financial penalties and certificate of service authority penalties for violations.

Does not limit authority of State's Attorneys or the Attorney General under the Consumer Fraud and Deceptive Business Practices Act.
