Amends Section 9-2-4.5 of the Illinois Municipal Code to authorize municipalities to collect costs associated with code violations as special assessments on property.

Applies to violations involving cutting grass, trees, bushes, and weeds; removing garbage and debris; removing inoperable motor vehicles; and rodent and vermin abatement.

Allows cost collection when a property owner fails to comply after reinspection, the municipality has performed corrective services, costs remain unpaid, and a lien has been filed in the county recorder's office.

Requires municipalities to release and file a record of the lien release upon payment of costs by the property owner or interested parties.
