Removes "Interagency" from the committee name, renaming it the Military Base Support and Economic Development Committee.

Changes the committee's public member appointment process from mandatory appointment ("shall") to discretionary ("may appoint no more than 8 public members") and allows the chair to set term durations and term limits.

Expands eligible counties for public member representation to include 40 specific Illinois counties with current or former military bases that closed after December 31, 1992.

Modifies the committee's reporting requirement to provide recommendations to "applicable State agencies" instead of solely to the Department of Commerce and Economic Opportunity.

Removes the requirement that the committee cooperate with the Department to keep the Governor and General Assembly informed, allowing the committee to report independently.
