Amends the Illinois Controlled Substances Act by modifying Section 102 (Definitions) to add definition of "School" as a public or private preschool, kindergarten, nursery, elementary or secondary educational institution, vocational school, special educational facility, or any other elementary or secondary educational agency.

Adds comprehensive definition of "Anabolic Steroids" listing 62 specific controlled anabolic steroid substances by chemical name, including testosterone, nandrolone, stanozolol, and trenbolone.

Establishes exemption for lawful possession and administration of anabolic steroids intended for livestock or nonhuman species through implants when approved by the Secretary of Health and Human Services.

Includes new definitions related to prescription monitoring including "Prescription Monitoring Program" (PMP), "Prescription Information Library" (PIL), and "Clinical Director, Prescription Monitoring Program."

Adds definitions for "Compounding," "Home infusion services," "Medication shopping," "Pharmacy shopping," "Controlled substance analog," and "Mid-level practitioner" to clarify drug-related regulatory terms.
