Amends the Code of Criminal Procedure to authorize judges to issue search warrants for installation and use of tracking devices upon written complaint showing probable cause.

Tracking device search warrant must identify the person or property to be tracked, designate the judge for return, and specify a reasonable duration not to exceed 45 days from issuance, with court authority to grant extensions up to 45 days each.

Requires officers to complete installation within 10 days of warrant issuance and permits installation at any time of day or night.

Authorizes tracking device use within Illinois and outside Illinois if installation occurred within the state; requires officer to document exact installation date and time and tracking period.

Requires officers to return the warrant and tracking data to the court within 10 days after device use ends, and to serve notice of the warrant on the tracked person within 10 days, with court discretion to delay notice upon state request.
