Amends the Housing Authorities Act by making a technical change to Section 8.22 regarding income determination for rent calculations (removes duplicate word "the").

Excludes income earned during the first 12 months of employment following 12+ months of unemployment from rent calculations if the tenant participated in job training, economic self-sufficiency programs, or received temporary assistance under Title IV of the Social Security Act.

Provides a second 12-month period where 50% of income increases are excluded from rent calculations, following the initial 12-month full exclusion period.

Limits lifetime income exclusions to a maximum 48-month period (12 months initial full exclusion plus 12 months at 50% exclusion).

Excludes these income-based rent adjustments from programs including HOME Investment Partnership, Housing Opportunities for Persons with AIDS, Supportive Housing Program, and Housing Choice Voucher Program, except for tenant family members with disabilities.
