• Amends the Sex Offender Registration Act to expand the definition of "sex offender" and "sexual predator" to include additional criminal offenses and circumstances requiring registration.

• Adds "luring of a minor" (Section 10-5.1) to the list of offenses that classify a person as a sexual predator.

• Requires persons convicted of first-degree murder against victims under 18 years of age (when defendant was at least 17 years old) to register for natural life if the offense was sexually motivated.

• Requires persons convicted of first-degree murder against victims 18 years or older to register for natural life, except those released from incarceration more than 10 years prior to January 1, 2012.

• Clarifies registration requirements for offenses committed before certain effective dates, requiring registration only when the person is convicted of a subsequent felony after July 1, 2011.
