Amends the Quasi-criminal and Misdemeanor Bail Act to standardize fines, fees, costs, and penalties for cases not requiring court appearance when defendant pleads guilty.

Requires that penalty amounts be set by statute or local ordinance enacted pursuant to statute, with no Supreme Court rule or order able to alter these amounts.

Authorizes circuit clerks and deputy circuit clerks to accept written appearances, guilty pleas, trial waivers, and payments satisfying judgments without requiring court attendance.

Removes previous language limiting authority to uniform schedules for minor conservation and traffic offenses, broadening the scope to all qualifying cases.
