Public utility companies receiving federal or State funds shall not terminate gas or electrical services to unemployed individuals eligible for unemployment benefits or who have exhausted extended benefits.

Pharmacies and pharmacists receiving federal or State funds shall not refuse to dispense prescription medication to qualifying unemployed individuals.

Unemployed individuals eligible for unemployment benefits or who have exhausted extended benefits cannot be sentenced to imprisonment for failure to make child support payments.

Landlords and mortgagees receiving federal or State funds cannot initiate forcible entry/detainer actions for eviction or foreclosure proceedings against qualifying unemployed individuals.

Bill takes effect immediately upon becoming law, with legislative findings noting October 2011 national unemployment rate of 9% and Illinois rate of 10.1%.
