Establishes June 1, 2012 as the deadline for nominating persons to receive General Assembly scholarships; no new nominations or awards may be made after that date.

Eliminates the ability to make second nominations for lapsed General Assembly scholarships after June 1, 2012, causing any scholarships without prior nominations to lapse by operation of law.

Prevents nominations to unused or unexpired portions of vacated General Assembly scholarships after June 1, 2012; such scholarships automatically lapse unless nominated before the deadline.

Applies the June 1, 2012 deadline to all nomination processes under the General Assembly scholarship program, including nominations to fill vacancies and those made by the Illinois Student Assistance Commission.

Takes effect immediately upon passage.
