Amends the Communicable Disease Prevention Act to restrict HIV notification requirements to children in kindergarten through fifth grade enrolled in public schools.

Prohibits HIV diagnosis information from being recorded in a child's permanent school record, and requires purging any existing records before the child enters sixth grade.

Changes principal disclosure requirements to notify only that "a child has been infected with HIV" rather than disclosing the child's identity to the school district superintendent.

Permits principals to disclose a child's identity only to the school nurse, classroom teachers, and persons required by law to determine the child's educational placement.

Applies all provisions and penalties of the AIDS Confidentiality Act to violations of this section.
