Creates the Internet Access Records Act requiring any person providing computers for public internet access in exchange for cash fees to request identification cards and record personal information of all users.

Requires records to be maintained for at least one year.

Exempts libraries, businesses, and other organizations when users are enrolled in membership programs or are students at universities or colleges.

Imposes penalties for violations classified as petty offenses: fines of $100-$150 for first offense and $200-$250 for subsequent offenses.
