Defines "small business" as an independently owned and operated concern with fewer than 50 full-time employees or gross annual sales less than $4,000,000.

Deposits all registration fees into the Illinois Chamber of Commerce Support Fund to make grants to the Illinois Chamber of Commerce for supporting its members.

Creates the Illinois Chamber of Commerce Support Fund as a special fund in the State treasury.
