Establishes a 5-year pilot program requiring the Director of Central Management Services and the Department of Employment Security to jointly administer competitive examinations for state positions.

Mandates competitive examinations be held at each Department of Employment Security office at least twice per month, with each office having discretion to set specific dates.

Requires a monthly schedule of examination times and locations to be posted on the official websites of both the Department of Central Management Services and the Department of Employment Security by the beginning of each month.

Amends the Personnel Code (20 ILCS 415/8b.1) regarding examination methods, eligibility standards, and residency requirements for state employment.

Takes effect immediately upon becoming law.
