Allows elected school board members to satisfy Open Meetings Act training requirements by completing courses sponsored by school board organizations under Article 23 of the School Code instead of the Public Access Counselor's electronic curriculum.

Permits drainage district commissioners to satisfy training requirements through courses sponsored by organizations representing drainage districts created under the Illinois Drainage Code, with certificates of completion required.

Permits soil and water conservation district directors to satisfy training requirements through courses sponsored by organizations representing soil and water conservation districts, with certificates of completion required.

Training courses for school boards, drainage districts, and soil and water conservation districts must cover legal requirements for open meetings, Act applicability, quorum and notice procedures, open and closed meeting procedures, and penalties for non-compliance.

Exempts subsections (b), (c), (d), and (e) of Section 1.05 from criminal penalties, making violations of those training provisions not subject to Class C misdemeanor charges.
