Establishes that bicycle riders are permitted users of all Illinois streets and highways except those with specific bicycle prohibitions marked by signage, applied only to Ogle, Rock Island, Whiteside, and Winnebago counties.

Shields public entities from liability for highway surface conditions that injure cyclists unless those conditions would also be hazardous to passenger cars.

Exempts public entities from liability for specific surface conditions including irregular surfaces, pavement cracks, speed bumps, expansion joints, gravel/dirt/ice/snow/water accumulations, existing sewer grates and manholes, and inadequate roadway lighting.

Does not require public entities to upgrade, widen, or re-engineer highways for bicyclists, or to install or maintain special lighting, signage, or pavement markings for bicycle use.

Sunsets 3 years after the effective date of the act and takes effect immediately upon enactment.
