Establishes an Asian carp pilot program beginning in the 2013 licensing year to permit licensed individuals to shoot Asian carp with shotguns from motorboats in the Illinois River.

Allows the taking of Asian carp only if individuals use ammunition meeting federal standards (50 C.F.R. 20.21(j)) and possess a proper fishing license.

Amends Section 10-80 of the Fish and Aquatic Life Code to add an exception permitting firearm use under the new Asian carp program, which is otherwise prohibited.

Grants the Department of Natural Resources authority to adopt administrative rules necessary to establish and administer the Asian carp pilot program.
