Amends Section 9.02a of the Capital Development Board Act to allow the Board to charge contract administration fees not exceeding 3% of contract amounts to administer and process state contracts.

Directs contract administration fees for the legislative complex (as defined in the Legislative Commission Reorganization Act of 1984) to be deposited into the Capitol Restoration Trust Fund for use by the Architect of the Capitol.

Extends the sunset date for this provision from June 30, 2012 to June 30, 2016.

Takes effect upon becoming law.
