Requires school districts to post public hearing notices for waiver/modification requests on their websites at least 14 days in advance and publish notices in newspapers at least 7 days prior, with proposed fee amounts included if requesting to increase driver education fees.

Establishes that the State Board of Education, in conjunction with the Secretary of State, shall adopt standards for driver education and course content for persons under 18 years of age.

Requires the State Board of Education to annually prepare and post on its website a report showing the approximate per capita driver education cost for each school district required to provide driver education.

Adds motor vehicles used for driver education training to the list of vehicles required to submit to safety testing under the Illinois Vehicle Code, with specific requirements including dual control brakes and identifying signs for vehicles used by public high schools.

Establishes a 12-month safety testing cycle (or 10,000 miles) for driver education vehicles used by public high schools that are over 5 model years old or have over 75,000 miles on the odometer.
