Creates the Illinois P-20 Council as a statewide coordinating body to guide education policy from preschool through graduate school and improve collaboration across all education levels.

Council membership includes the Governor (as chair), four General Assembly members, six at-large members from various regions, five business representatives, six professional educators, and representatives from community colleges, universities, and relevant state agencies.

Council duties include coordinating pre-kindergarten through grade 20 education, aligning high school curriculum with postsecondary expectations, reducing remedial course needs, and improving graduation rates and college readiness.

Authorizes creation of working groups to address teacher preparation and recruitment, early childhood education, college and workforce readiness, research and accountability, and community schools initiatives.

Requires all reports from education-related advisory groups, boards, committees, councils, task forces, and working groups submitted to the General Assembly, Governor, State Board of Education, or Board of Higher Education must also be submitted to the Illinois P-20 Council.
