Creates the Female-Owned Business Task Force consisting of 11 members including 4 House members appointed by the Speaker, 4 House members appointed by the Minority Leader, and representatives from the Department of Central Management Services, Secretary of State, and Governor's office.

Task Force shall determine the average timeline for business certification, whether female-owned businesses take longer to certify, and the reasons if they do take longer than average.

Task Force must hold at least 2 public hearings (one in Springfield and one in Chicago) to receive testimony on female-owned business classification issues.

Task Force shall submit recommendations to improve the timeline and procedure for certifying female-owned businesses in a report to the General Assembly by January 1, 2013.

Department of Commerce and Economic Opportunity shall provide administrative support; the Task Force provision is repealed on January 1, 2014.
