Amends the Firearm Owners Identification Card Act to prohibit any unit of local government, including home rule units, from requiring training or instruction to own or possess a firearm for personal use.

Declares that regulation of firearm ownership and possession is an exclusive power and function of the State, and prohibits home rule units from regulating firearm ownership or possession.

Establishes this section as a denial and limitation of home rule powers under subsection (h) of Section 6 of Article VII of the Illinois Constitution.

Removes previous language that allowed municipalities to impose registration requirements or restrictions on firearm acquisition, possession, and transfer greater than those in state law.

Takes effect upon becoming law.
