Prohibits families receiving Temporary Assistance for Needy Families (TANF) from receiving increased aid amounts when a child is born if the birth would bring the total number of children in the family to 4 or more.

Allows exceptions for families where all 4+ children were born before initial application for aid, or where a mother became eligible during pregnancy and medical diagnosis confirms the pregnancy.

Permits the Illinois Department of Human Services to use budgetary savings from not increasing grants due to additional births to fund employment and training services and transitional child care (up to 24 months) for affected families.

Authorizes the Department to reduce TANF payment levels if caseload increases more than 5% and appropriations become insufficient, through emergency rules that bypass normal Administrative Procedure Act restrictions.

Includes 15% increase to TANF grant amounts effective July 1, 2008, subject to appropriation and implementation without additional Department rules.
