Requires drivers seeking employment under the intrastate medical waiver to hold a valid Illinois driver's license and operate commercial motor vehicles solely within Illinois.

Requires a doctor's statement confirming that the driver's medical condition will not interfere with safe operation of a commercial motor vehicle and that the condition is likely to remain stable for 2 years.

Mandates transportation companies maintain a copy of the doctor's statement of intrastate medical waiver in the driver's qualification file.

Directs the Secretary of State to adopt rules implementing the new intrastate medical waiver provisions.
