Amends the Illinois Procurement Code to establish that the Procurement Policy Board (not the Executive Ethics Commission) appoints and oversees procurement compliance monitors.

Procurement compliance monitors serve 5-year terms, maintain offices in state agencies, and report to the Procurement Policy Board rather than individual chief procurement officers.

Removal of a procurement compliance monitor requires "for cause" determination by the Procurement Policy Board after a public hearing, with removal requiring a three-fifths vote.

Procurement compliance monitors may review contracts, attend procurement meetings, access records, issue reports on procurement issues, and ensure agency record maintenance and transparency.

Monitors must report misconduct, waste, or inefficiency to the Procurement Policy Board, chief procurement officer, and Inspector General if agencies fail to correct identified issues.

Effective date: July 1, 2012.
