Creates Public Safety Diver special license plates available for passenger vehicles of the first division, motor vehicles of the second division weighing not more than 8,000 pounds, and recreational vehicles.

Charges $45 fee for original plate issuance ($30 to Public Safety Diver Fund, $15 to Secretary of State Special License Plate Fund) and $27 for each renewal ($25 to Public Safety Diver Fund, $2 to Secretary of State Special License Plate Fund).

Establishes the Public Safety Diver Fund as a special fund in the State treasury to be distributed by the Secretary to the Illinois Law Enforcement Training and Standards Board.

Directs fund moneys to provide grants for training, standards, equipment, and facilities for public safety disciplines involved in diving and water rescue services, with primary focus on volunteer responders.

Creates Public Safety Diver Advisory Committee to recommend grant distribution with intent of equitable funding between police, firefighting, and public safety diving services.
