Amends the Prevailing Wage Act (820 ILCS 130/2) to exclude conservation projects or practices on private land paid for wholly or in part out of public funds from the definition of "public works."

Maintains that prevailing wage requirements apply to most public works projects, including those financed through state bonds, grants, loans, and public-private agreements.

Preserves existing exemptions from prevailing wage requirements for public utility company work and owner-occupied single-family or multi-family residential projects.

Takes effect immediately upon becoming law.
