Amends the Illinois Personnel Code by adding Section 12g to require all Department of Corrections positions under the Director's jurisdiction to be filled through competitive examination.

Applies requirement to all position types including emergency appointments, temporary appointments, and provisional appointments.

Mandates that competitive examinations comply with Section 8b.1 of the Personnel Code.

Overrides any conflicting provisions in existing law regarding Department of Corrections hiring procedures.
