Amends the Department of Commerce and Economic Opportunity Law to modify grant distribution to local tourism and convention bureaus from the Local Tourism Fund.

Beginning July 1, 2011, allocates 18% of annual appropriations to convention and tourism bureaus in cities with population greater than 500,000 and 82% to convention bureaus in the remainder of the State.

Beginning July 1, 2013, requires at least 5/82 of the 82% allocation be designated for the convention bureau in the county containing the birthplace of the most recently-elected Illinois-born U.S. President.

Mandates the designated convention bureau use allocated funds to promote the President's birthplace, any associated historic driving trails, and State parks, conservation areas, trails, or historic sites within the birthplace county.

Permits the Department to reserve up to 10% of total local tourism funds for program administration, audits, incentive funds, statewide promotional activities, and activities supporting increased use of State parks and historic sites.
