Amends the Illinois Public Aid Code to require the Department of Human Services to establish a substance abuse testing program for Temporary Assistance for Needy Families (TANF) applicants within 60 days of the bill's effective date using emergency rules.

Requires all TANF applicants to submit to substance abuse testing before a final determination of eligibility.

Makes applicants ineligible for TANF benefits if they test positive for substance abuse or refuse to submit to testing.

Deducts the cost of administering the substance abuse test from the first benefits payment for applicants who test negative and meet all other TANF eligibility requirements.
