Repeals Section 1.5 of the Illinois Horse Meat Act, which previously banned the slaughter of horses for human consumption.

Adds new Section 14.5 to exempt hermetically sealed horse meat registered under the Illinois Commercial Feed Act and horse meat prepared in federally inspected plants for out-of-state sale from the Illinois Horse Meat Act.

Amends the Animals Intended for Food Act to include horses, mules, and other equidae in the definition of animals intended for human consumption.

Modifies the Illinois Equine Infectious Anemia Control Act to allow equidae entering the state for immediate slaughter to proceed directly to approved slaughtering establishments.

Updates the Humane Care for Animals Act and Humane Slaughter of Livestock Act to permit the slaughter of disabled or lame equidae at approved facilities and include equidae in livestock definitions.
