• Amends Illinois False Claims Act to dismiss actions unless opposed by the State if substantially the same allegations or transactions were publicly disclosed, and redefines "original source" to include those with prior voluntary disclosure or materially independent knowledge.

• Limits civil actions for retaliation to 3 years after the retaliation occurred and provides relief including reinstatement, 2 times back pay, interest, and attorney's fees for employees or contractors discriminated against for whistleblower activities.
