Amends the Criminal Code to change references from "sell" or "give" to "transfer" in firearm sales statutes and adds new offense of unlawful acquisition of handguns.

Prohibits licensed firearms dealers from transferring more than one handgun to any person within a 30-day period, with limited exemptions for law enforcement, correctional agencies, antique firearms, and stolen/lost handgun replacement.

Allows acquisitions exceeding the one-handgun-per-30-days limit upon completion of enhanced background check and application to Department of State Police, valid for 7 days, for lawful business or personal use, collector series, estate sales, and similar purposes.

Establishes penalties of Class A misdemeanor for first offense and Class 4 felony for second or subsequent offense for violations of the handgun acquisition limits.

Provides affirmative defenses including reliance on Department of State Police records, receipt of handguns as heirs or beneficiaries of deceased persons, and exemptions for firearm leases or supervised use.
