HB5435 Summary

• Adds Section 5-715 to the Civil Administrative Code of Illinois establishing expedited temporary professional and occupational licensure for active duty service members, reserve members, National Guard members, and veterans who separated within the preceding 2 years.

• Department directors authorized to issue temporary occupational or professional licenses (excluding physicians and dentists) valid for one year or until full licensure is granted or denied, whichever occurs first; temporary licenses cannot be renewed.

• Applicants must hold a valid license in good standing from another state or jurisdiction with substantially equivalent standards, pass criminal background checks, be assigned to or reside in Illinois, submit proof of service member status, and apply for full licensure.

• Requires departments to credit all relevant military service experience and training toward occupational or professional licensure requirements if determined substantially equivalent to state standards.

• Departments must adopt rules establishing fees and develop forms and contact information to facilitate the expedited temporary license application process; the Department of Veterans' Affairs shall distribute this information to service members.
