Changes the Illinois Finance Authority Act to make discretionary (rather than mandatory) the Authority's development and maintenance of a list of manufacturing firms available for purchase, merger, or acquisition

Modifies language regarding consideration of fund-supported enterprises in loan allocation decisions from mandatory ("shall") to discretionary ("may")

Changes the Authority's responsibility regarding health facility regulations from mandatory study and recommendation to discretionary authority ("may" instead of "is charged with responsibility to")

Allows the Authority discretion in coordinating its venture investment activities with industrial revenue bond insurance programs

Takes effect upon becoming law
