Amends the Illinois Highway Code Section 4-201.14 to authorize the Department of Transportation to contract with and grant concessions to any person, partnership, firm, association, or corporation for use of rest areas on State highways.

Permits leasing or licensing of rest areas for motor fuel service stations, garages, stores, restaurants, or any other lawful purpose.

Grants the Department authority to establish and fix terms, conditions, rents, rates, and charges for rest area use by concessionaires.

Maintains the Department's existing authority to construct, maintain, and operate rest areas and to prescribe reasonable rules and regulations for their use.
