HB5462 Summary

• Secretary of State shall issue Voter Identification Cards to registered voters without acceptable photo ID, containing voter's name, signature, photograph, state seal, and current residence address.

• Acceptable forms of photo identification for voting include Illinois Driver's License, State ID Card, U.S. Passport, FOID Card, and government-issued ID with current photo and address.

• Voters must present government-issued photo identification or Voter Identification Card to election judges before voting in person or by absentee ballot.

• Voters who are indigent (income at or below 125% of federal poverty guidelines) or have religious objections to being photographed may vote provisional ballots and sign exemption affidavits.

• Provisional voters who fail to provide required photo identification have 10 days to submit acceptable photo ID to county clerk or board of election commissioners for ballot to be counted.
