• Amends Section 5-5-3 of the Unified Code of Corrections to add heroin violations to offenses ineligible for probation, periodic imprisonment, or conditional discharge.

• Creates new category (D-5) prohibiting probation for violations of Section 401(c)(1) of the Illinois Controlled Substances Act involving 3 or more grams of heroin or heroin analogs.

• Removes "heroin" from existing category (D) language while maintaining restrictions on violations involving more than 5 grams of cocaine, fentanyl, or their analogs.

• Requires mandatory minimum prison sentences for specified heroin offenses with limited exceptions under the Alcoholism and Other Drug Abuse and Dependency Act.
