State's Attorney must issue notice to all known interest holders within 15 business days of property seizure, informing them of forfeiture proceedings and their right to preliminary review.

Property owners or interest holders may request a preliminary determination from circuit court within 15 business days of seizure to establish probable cause that property is subject to forfeiture.

Notification to State's Attorney of seized property and its estimated value must be perfected exclusively through delivery of the Illinois State Police approved form 4-64.

Circuit court may accept a finding of probable cause from preliminary hearings or grand jury indictments charging related criminal offenses as sufficient evidence for forfeiture proceedings.

Act takes effect immediately upon becoming law.
