Prohibits state departments and agencies from implementing the Patient Protection and Affordable Care Act (passed March 23, 2010) through executive orders issued by the Governor of Illinois.

Defines "federal health care reform" to include mandates requiring individuals to purchase health insurance or employers to provide coverage.

Covers prohibitions on penalties for small employers not providing insurance, Medicaid/CHIP expansion costs passed to the state, new insurance mandates, and government-run public insurance programs.

Takes effect immediately upon becoming law.
