Amends Section 6-117 of the Illinois Vehicle Code regarding records maintained by the Secretary of State.

Makes a technical grammatical change by correcting "The" to "The" in subsection (a) concerning filing of license and permit applications.

Establishes a First Person Consent organ and tissue donor registry allowing applicants for driver's licenses or identification cards aged 18 and older to voluntarily register as organ donors.

Requires the Secretary of State to provide informational brochures to applicants explaining organ donation and confirming they are under no compulsion to participate in the registry.

Permits individuals to withdraw consent by written notification or other approved means, and grants immunity to the Secretary of State and employees from civil or criminal liability absent gross negligence or willful misconduct.
