Amends the Illinois Public Aid Code to require the Department of Healthcare and Family Services to use its subpoena power to obtain a responsible relative's most recent Federal Income Tax return to verify all income sources when determining ability to provide support.

Requires the Department to serve income withholding notices on each employer if a responsible relative receives income from multiple employers.

Amends the Income Withholding for Support Act with identical provisions for child support obligors, requiring the Department to obtain tax returns and serve multiple employers when an obligor has multiple income sources.

Requires the Department to distribute support obligations proportionately among multiple income withholding orders to prevent overpayment.

Takes effect immediately upon becoming law.
